FIFA did not expel Russia from the World Cup qualifying on Sunday though it still remained an option. Instead Russia can play using the “RFU” of its football federation, the Russian Football Union. Furthermore, the Bureau of the FIFA Council ruled that the Russian flag and anthem were not to be associated with the team.
